That picture is an optical illusion. Other camera angles show the steel falling straight down. It doesn't turn to dust.

Yes. Disproportionate collapse is a real thing.
WTC7 had a fire much longer than its hour rating, sustained heavy damage from falling debris, which added to fires, and also used a system of transfer girders the redistribute load, which reduces redundancy.

Structural fire caused by falling debreis abd more then a few bodies. I know multiple first hand witnesses the fire departments were focused on saving people from the twin towers not tower number 5 if memory serves correct.
Essentially flamming chunks of metal crashed through the roof and started smaller fires which went unchecked.
