We probably do kill more civs than Russia, and a key reason for this is who we work with on the ground as opposed to Russia. We rely on the Kurds to call in airstrikes, Kurds don't care if Arabs are bombed, even Arabs in their own group the SDF. A few months back they """""accidentally""""""" called in a US airstrike on a group of Arab fighters allied with them through the SDF, killing several.
