Yes, immigrant crime reports increased greatly because previously they were greatly underrepresented. If you report 25% of crime, then go to 100%, it's still a 4x increase, doesn't mean that it's falsified or unrealistic.

In germany, unlike the US, the media cannot call someone a criminal until they are convicted, so every single criminal is named a suspect to comply with that law. When reporting on crimes, you point out criminals, not the victims, because criminals are the ones at fault here.
