That's not how it works. Universities do accept minorities with lower score, but the score itself isn't changed.

No accurate online tests exist. You need to get a certified psychologist to do Stanford Binet or the like. You could try an old SAT; the correlation between old SAT (the 1600 scale before the 2400 scale) and IQ was rather strong: between 0.53 and 0.82.
