Downvoting, commenting and up/downvoting youtube videos all count as "engaging" with the video. More engaging => youtube thinks the video has higher potential of many views => youtube pushes video in suggestions => more people see it.
The trick to playing youtube is by upvoting and commenting on videos you want people to see and completely ignore videos you don't want other people to see. Don't give them views, dislikes and/or comments: best thing to do is to block these channels with extensions.
