If repeal replace falls through (which it will because the GOP wants it to) then the dems will be able to platform on fixing a system correctly that already served so many. And that will be a very strong platform for them. 2018 could break that plan, though. If dems don't make strides in the mid-terms that they need, people won't rush to the polls for them in 2020. They won't win on many other issues.
