hurricanes are a bit different, yes the more powerful ones have higher wind speeds but even the most intense hurricanes aren't necessarily the ones that do the most dmg.
Look at hurricane patricia which hit mexico back in 2015, most intense hurricane but didnt necessarily do that much dmg and had no fatalities
hurricanes that are slow and big can destroy everything with water dmg which kills and destroys lots of people and things
a big and slow cat2 could be more dangerous than an intense cat5
