60-100k to do it right. that would include all the amenities for 1-4 people. if you want to do it all your self probably half that, but unless you really know what youre doing i wouldn't take the chance on fucking up something serious like that.

Electricity? Well that would depend on how fancy you want to get.

If you use solar panels, they may have to be stored underground initially to avoid an EMP blast.

Batteries, if you go with acid ones, they would have to be in their own separate area sealed off from the living space that can vent the acid gases and hydrogen out.

Ground water might be an issue so an automatic sump that can run on the batteries would likely be needed. A normal AC powered sump could be run as well, but don't count on it if the powr grid is out.

Ventalation?
Well you would need fans as well that could operate on the batteries with particulate filters that could keep the fallout particles out.

A carbon/charcoal filter an be used to keep out simple chemical warfare acid agents such as chlorine.

More complex chemical weapons may require filters that have a catylytic screen and chemicals that react to neutralise harmful chemicals.

I could go on about other details...

Normal concrete block walls can be very strong against horizontal forces when reinforced with some glass-fiber mesh on both sides.

First you need the property ~ Costs vary greatly.

Then you got the digging. ~ Depends depth, deeper the better. you would probably require a crane if super deep.

Materials ~ What do you want to protect from? Radioactivity = Lead, Steel? Concrete? Thickness is a huge factor. Some tubes that we use in refineries can be between 10k(Small) to 500k (Massive). But you can buy from second hand suppliers, and steel isn't always the best way to go.

Then you have to think about doors...Some of these heavy doors can go up to 10k if you want to protect for sure. Like a bank lock.

But remember if you were to be down there for a long time You would NEED ventilation, As well, it looks like you need wires. And the fact that you're connected to the outside world with internet, that may cost you.

Everything else seems to be comfort which you can choose on your own.

What you get is what you pay for, I think minimum it may be approx ~ 20~25 k for a self made shitty one.

But the sky is the limit, and how much work you put into it. You can make your own blueprints and make your own deciding factor.

You don't dig a hole the size of your bunker.
You dig it much bigger (wider) with a ramp down that an ex or cat can go down and back up then fill it in once bunker is made. Also you want to use gravel fill around the sides so water will drain away rather than into the bunker.

In fact you want a deeper gravel filled drain field away from the bunker that the gravel fill is connected to. preferably down hill from it as that is the direction natural drainage is going anyway.

Solar is pretty fucking passive. Most systems last up to 15 years.
