Court orders may be legally binding, but they are not the law. What Arpagio was convicted of was not overstepping his bounds as a law enforcement officer, but rather contempt of court which is a misdemeanor law that grants judges the power to literally throw people in jail for not doing what they tell them to, and it was not a jury trial but a bench trial presided over by the very judge who placed the court order. Anyone who does five seconds of research on the matter would agree that Arpagio needed to be pardoned for the corruption of the presiding judge who was just trying to enforce his court order as though it was the law and trying to tell the executive branch how to do their jobs, which is not the jurisdiction of the judicial branch, only the legislative branch.
