I don't think you understand how the Corps comes up with that rating. It's as much an assessment of the consequences of a failure as it is an assessment of the dam's state.
They are old earthen dams, and as such shouldn't be the only line of defense for a city with 5 million people in it. That doesn't mean they are for certain going to fail.
It might, although the spillway is reportedly concrete, which is less susceptible to erosion. Again, "extreme risk for catastrophic failure" doesn't necessarily mean "extreme risk for failure," only that it's at moderate risk of failure, and IF it fails, it is all but certain to be catastrophic.
People need to learn bureaucracy-speak (and especially risk-assessment-speak).
