There's a lot of flood-damage, but not much loss of life. It'll be pricey, but people will survive, and there will be a lot of rebuilding going on in a few weeks.
The dams, I assume, will hold. Dams don't simply fail in a modern developed nation like the US in 2017. Infrastructure tends to be "over-engineered" to guard against catastrophe. People thought that the Oroville dam would collapse at any moment a few months ago in California, but it was never at serious risk of collapse; it just suffered a bit of exterior damage. Houston will be the same way.
I remain confident simply because this is America; not some third-world shithole.
