I'll try to give a bit information about this posters. There actually only promoted in one state of germany: Nordrhein-Westfalen.
This state is a labour state, so for many years SPD is the government in this state. (Not complete germany)
So u could say, when CDU got the most votes in state NRW, they can set a directly mandated candidate, who will represent the needs of NRW in the german government - so called Bundestag.
But yeah, CDU and SPD are actually a coalition ... and as a single state, u had nothing to say in the refugee crisis. So fuck it.
