With as bad as hurricanes have been getting recently, I have an idea for our foreign aid budget. Start investing in terraforming the Sahara. Plant lots of heat resistant crops, massive scale irrigation, seed clouds to induce rain over the area, shrink the desert or even outright destroy it. Without the Sahara there will be a huge drop in the number of Hurricanes, in the long run we could even save money by preventing future disasters.
It will also serve as a great proof of concept for terraforming other planets.
