If the concrete starts to break apart it will take out the portion of dam that the concrete was protecting.

You do not blow up a dam to stop pressure. The only things you blow is levees in rural areas to lower water levels near urban areas. These are in urban areas.

The main issue is they only patched voids in the dam and did work on the spillway and didn't even finish the construction, which is slated to be done in 2018.
They were worried about it getting near 100 feet, it's now at 108.75 and won't be finished dispatching flood waters for several months, not including rain scheduled for next week.

Debateable, unlike most sand dams that people build when on vacation, a real dam is made of varying materials.
In this case it is made of dirt, clay and concrete. Concrete primarily being the slipway and the main gate.
The main gate could'nt be exploded without the structure going, but destroying the area just past the slipway would allow for the water to go around.
Alternatively, construction machines were witnessed in the video by Carlos, where several diggers were spotted near one of the corners of the dam. Excavating enough of the wall could enable for an additional overflow channel.

There are more then one location that has concrete.
there is the gates, which are releasing almost 8,000 cubic feet of water a second into Buffalo bayou.
There is the northern Abutment and spillway, which is releasing a small amount of water.
There is the southern Abutment and spillway that not close to being over-topped.
None of these areas are having concrete issues. If the gates where having issues, you would see them lower the water released by the gates. If the northern abutment was having issues, you would see heavy flooding in the northern side, which you are not. It not even big enough to end up in the Bayou system directly.
