Aside from the sniper part, that sounds like a good idea.
It's right by the train tracks too, and the trains that travel along that rail are mostly cargo trains that move very slowly with little or no security, so they could easily be utilizing it to get around from town to town.
Might be worth seeing if there are any other hide outs along the track.
