From what I read, the man who was hit and is in the hospital is a volunteer deputy. Apparently the cop wanted to grab his blood so that he can prove later that there was no drugs in his system during the crash. When she denied him he likely took it personal due to the brothers in blue mentality and reacted poorly.

Second, both the supervisor and the detective are in deep shit - the detective is not innocent as he initiated the arrest.
