She was acting professionally and the cop got pissed off and physically assaulted her and terrorized her to get the nurse to comply with the illegal order. That's why she refused. *With an arrest. You still can't just take someone's blood. They have to arrest you under the suspicion of a DUI or something. You still need probable cause and go through the processes even in these so-called "implied consent" states.
