The difference is that these are beholden to the prevailing ideology of the people. They do not dictate ideology to their readers, but rather give printed expression to the ideology inherent within the people. 10 years ago you would have called Fox News neocon, but today they are much closer to mainline conservative/libertarian, in accordance with the changing beliefs of the people.
Liberal outlets -- such as CNN, MSNBC, Salon, HuffPo, etc. -- are inherently elitist, and therefore dictate ideology top-down.
Not surprising then that their foreign policy also attempts to dictate their will onto foreign nations.
