In Christianity, the only spiritual/legal authority you answer to are the priests and the only earthly/economic authority you answer to is the monarch appointed by the priests. The king is supposed to manage the day to day business, so long as the priests consider him morally worthy to do so (or else she gets excommunicated), while the priests decide on the interpretation of everything to do with moral/legal shit.
The cardinals were the original "supreme court". But then Henry 8 and other kings got more and more power and in England the monarch became the head of church and the state, he interpreted the law AND he executed the law.
In America, we separated those powers with "separation of church and state" meaning that we had the supreme court rule on interpretation while the president just executed the law, a secular version of the cardinals and the king.

For example, lots of people criticize the Catholic church for not reporting to the police crimes committed by priests. But they have no religious obligation to report sins to secular authorities; they ruled Christiandom for centuries and whenever there was a problem they handled it internally because they were in charge. If you believe your religion is right, why would you submit yourself to be judged by some external authority?
