To answer your question Yangon is an extremely small and congested city. The mil-govt moved it for many reasons, too many to list, but did it around the same time they renamed the country Myanmar. Almost all countries still have their embassies in Yangon where as Naypyitaw is a symbolic city. Its central position also plays a major part in its relocation.
It's huge and relatively empty. I reckon eventually it will be more populated. Going up for business is always weird as there is a 6-8 lane highway almost empty. Good joy riding. All new hotels/infrastructure.
