It's a homebrew All Band HF transceiver called the mcHF.
In the US you can build it for about $260.
You get the boards from the UK (about $40USD). The site owner lists all the parts from Farnell Electronics. I have been parts matching with Mouser Electronics and marking the best volume to but the parts in.
For instance: You only need 55 0 Ohm SMT resistors, @ $0.18 but if you buy 100, they go down to ).05 each.
Once I have the full list, I'll be making it available somewhere.
