All in all it took a year and a half to pass both chambers and be signed into law and remember: that was a country under full blown white guilt hypnosis.
I sincerely don't think they can pass even a limited amnesty in both houses to get something on Trump's desk on 2017 and likely even before the midterms. I could be wrong but precedent backs me up here.
