Either you make sure that these guns are going to be fired and these vehicles are going to be used, producing more demand (US policy) or you specialise in specific tasks and get big there, leaving all other military production for export (French and Italian policy). Armed neutrality is very expensive, that's why North Korea and Iran prefer to develop a few nukes rather than pay the salaries of millions of soldiers and Revolutionary Guards.
