Cheese pizza (CP) is universally regarded as illegal and morally reprehensible in most of the world. It is also used as a weapon to bring down sites that host it. Everything related to it is completely illegal. However the moderators must look at it to judge whether or not it is indeed cheese pizza. Automatic systems such as artificial neural networks are powerful image processing methods which can be used to assign labels to images. These neural networks only maintain an abstract machine level representation of cheese pizza. To utilize such a neural network to eradicate CP online would not run afoul of any laws anywhere in the world.
Automatic detectors can be built with a high degree of sensitivity and specificity. The main problem is the lack of a huge database of cheese versus non-cheese from which a detector can be built. I can't imagine any legal way to build such a system. It is imperative for free speech to automatically eradicate CP because it is the number one killer of any website which hosts user uploaded image content.
People don't share CP through platforms that a neural network and hook in. If person A: send to person B: over an encrypted channel. There it literally nothing to either detect or otherwise distinguish that data as anything.
So no, its a pointless idea.

Google already has such a database. It's not the images themselves; just the hashes. Every time you attach an image in Gmail or Google Drive or whatever it is checked against these hashes of known CP.

A robust CP classifier should have at least 150k CP images in various poses and zoom levels with various lighting differences. It is possible to synthesize a large dataset from a seed but the seed still needs to be very substantial on the order of 50k or more images. I build image classifiers for a living. I know what I am talking about. Obviously I will not reveal who I work for or my real nationality. It is not computationally expensive to run a neural network in feed-forward i.e. "classification" mode. Training is the hard part. But for me it is no problem. I can't imagine that it is possible to curate a massive CP dataset without legal problems without involving government.

Hashing is a very primitive method unless we are talking about a more abstract method which uses an image similarity metric. ANNs generate an similarity metric and this is possibly what they mean by "hashing" It's not hashing in the real sense because any slight modification would result in a different hash. Has to be a "perceptual hash." Just as I described (ANN)

IF what you propose would work, it would be a HUGE asset to involve "Them" and their DB. If you can provide proof of concept, possibly they could host hashings remotely. They have the proof of data, and your system keeps the net safe.
I am quite interested in this from a social standpoint. I was never diddled thankfully, but have children of my own. The concept that someone could hurt a kid just boggles my mind. The idea of weaponize illicit photos to bomb out a website is real. A proactive block with a quiet report to authorities would be a delightful way to keep these perverts in a small corner. You will never rid the world of them totally, but can we please keep them too scared to indulge in their sick daydreams?

1. Hash every image. 2. Keep the hash as long as the image is on the board. 3. If it's CP, have the mod delete it and store the hash in a database of known CP as part of the deletion transaction. 4. If someone uploads a file that hashes as known CP, abort the post.
No AI or storage of CP necessary, just active mods.
Sup Forums uses a hash - if you want to try to upload something legal but still bannable, try starting an OP on Sup Forums with the doubles guy as the picture and the software will ban you automatically.

The system would need full access to the raw image data to train, but the trained product is essentially a 5-500 megabyte binary blob depending on a LOT of factors that only contains an extremely abstract high dimensional representation of the input data. A piece of software utilizes this "trained blob" and pumps images through it to generate text labels. This is one of many ways an ANN can be utilized.
Afterwards, anybody can download or pirate the trained neural network data and use it forever after offline.

It's a really scary rabbit hole to go down. The only way I can imagine doing it without looking at any images is to build an end-to-end training script and validate it for a 2-class image classification task, then hand that software over to law enforcement so it can be unleashed on the "new" 2-class (CP TRUE/FALSE) dataset. Hashing images is a futile task because while it can eliminate much of the CP in the short term it cannot capture the core essence of CP. Therefore you will always need a moderator team. Hashing only reduces the moderator workload.
