The ISS is at around 400 km. The issue isn't height but speed. You need to be going at around 28,000 km/hr to achieve orbit. Being a bit higher up in a balloon is going to save you a fraction of a percent of the energy needed to achieve this speed (by reducing a bit of initial air resistance). Balloons are pointless in other words when trying to achieve orbit.
I could see it working with weather balloons. Those things get up to extremely high altitudes, near space even.
They can't launch a satellite on their own but the combination system could definitely work.
What else other than KEK is more paired to Sup Forums while at the same time being subtly offensive to others.
