Humans place themselves into classes, whether they like it or not, even biologically humans are designed to respond to dominance hierarchies through dopamine, other species have this as well. Any variability in humans can be infinitely grouped into classes and all differences in humans are inequalities, these inequalities establish heirarchies in different situatiins and environments. As for the state argument, in order to distribute the means of production, you would need a group of people to come together and decide rules and regulations for how they will be distributed, to whom they will be distributed, and some form of group to enforce these rules and regulations, this funtionally is a state. Even these are decided by a much larger group of individuals than we have seen in any modern society, it still would be a state. Your system fails to realize that humans are animals, and higher level of thought does not change that.

You live in a community, and the government is a directly elected commitee which only has the right to decide on issues that do not concern the society, so it would function as a trade office or an infrastructural commission.
