That's not what the tweet said. He said work on Black Lagoon is going to be put on hold due to another project, but that he's already finished the storyboards for v11, hence the picture.

Japanese wouldn't use the verb 止まる to mean "end" as in "end a series." They would use 終わる. So the stop in this context is referring to a temporary stop.

But more importantly, the second sentence, "ブラクラ自体は11集分のネーム全部上がってるのやで" in no way means "De serie zal eindigen bij een bundel 11 titels." I assume your friend thought 上がる in this context meant finish and then didn't know what "ネーム" meant, so he guessed that it was referring to the series Black Lagoon. However, the verb 上がる is specifically referring to the noun ”ネーム" which means storyboard.

Afterwards, the camera changes to a TV tuning out and Shenhua, Sawyer, and Lotton looking at the screen in confusion, each asking what the hell just happened and commenting how stupid and sudden the ending was.

Doubt BL will ever end, I mean he doesn't have a reason to end it, the fans are used to hiatuses, so he can resume/stop it whenever he wants, and the story is the type which can go on forever i.e. the characters don't have any particular end goal, it's just a group of pirate buddies taking on different jobs and getting in all sorts of trouble while doing them.
I mean all arcs don't have any connections between them except the two Roberta arcs, and even there she has totally two different reason for visiting Roanapur, which are in no connection with each other.

Not really, it was during the japan incident that he really started to become how he is now.

You could consider the fight against the attack chopper his first gamble with lives on the line, but Lagoon Company literally had no other options at that point so it doesn't really count that much compared to the shit he pulled in the Japan arc and the Roberta's rampage arc.
