30fp vs 60fps

Why don't all anime come out wiht 60fps?

60fps would be great if it were actually animated at that framerate.

You won't be getting 60fps because the costs and time would be insane, and in case you haven't noticed anime is a small budget industry where they cut as many corners as possible and very few care about quality, at least nowadays.

All 60fps in anime does is highlight how shitty the animation really is.

that example actually shows why it won't work(ignoring the artifacts from the forced artificial 60fps for now). The difference between the low framerate of the actual animation(which is like 5fps or so for dbsuper) and the 60fps of background moving or special effects is too big, it is distracting and ruins the atmosphere.

Because frames don't grow on the trees. You have to either draw all of them, which takes shitload of time and money, or interpolate key frames. And unless you have a proper mathematical representation of all animated objects, interpolation will look like shit.
So, 60fps anime would be either super expensive, or fully 3D CGI, or really bad looking with interpolation artifacts.

Anime runs at 24fps, so does that example.

An example that actually looks good.

Only a few scenes are actually animated at 24 fps, most stuff is 12 fps, some even less. And no, panning over an unmoving frame does not count as 24 fps.
