Relatively, of course. The technologies you mentioned are essential for the planet to work. Like the buildings in the sky which are needed for the climate to work, or the underground stuff that is needed to regulate the gravity. As well as the spaceships which are needed for tourism and migration. Besides that they are pretty conservative.
