Most goverment jobs reguire a certain % go to a minority owned contractor. Its a anwful practice where a few people will set up shop collect their percentage and move on. If they provide substandard work and get black balled theyll close shop and open under a new name and repeat the process. It doesnt help minorities, adds cost and time to the project, and is a magnent to corruption.

Competent minority owned contractors don't really exist, so what actually happens is a black owned "business" is set up basically as another link in the chain of contractors. They in turn just contract the work out to the same subcontractors who would have done the job anyway, while marking the whole thing up and taking their cut. It's pure rent-seeking, but politically connected blacks get paid, and that's what really matters.
