Also, you're comparing apples and oranges: 15-17 was the average (plenty of girls hit puberty well before that), and while 9-10 is certainly more common now than historically, it's still not the average. The average is still somewhere around 11-13, which is probably as low as it can get, and just so happens to correspond to the traditional age of marriageability in the west (under Roman law and later under Church law, it was 12). There are still girls who don't get their period until late teens, too (my sister didn't get hers until she was like 16, IIRC).

I wouldn't quite go that far. There are obvious differences emotionally and in terms of reason and logic between an 11 or 15 year old and an 18 and maybe even 21 year old. I think what we are also ignoring is that back when children got married younger it was usually due to a very strong religious/cultural influence that we don't have now.
