I mean, how could Trump build prototype walls on the Southern border without having to comply with frog environment protection laws? And frog laws will never allow a wall, only fences. Only fences allow frogs to cross to America.

The 53-page complaint was filed by California Attorney General Xavier Becerra, a former member of Congress, and the California Coastal Commission, which is a state agency that oversees the use of certain public lands, in the U.S. District Court for the Southern District of California.

"The border between us and Mexico spans some 2,000 miles," Becerra said at a press conference announcing the lawsuit. "The list of laws violated by the president's administration in order to build his campaign wall is almost as long."

Becerra alleges that the Department of Homeland Security has waived nearly 40 federal statutes and regulations and has violated state and local laws in California, as well as state and federal environmental laws. The administration, the attorney general added, has violated provisions of the Constitution including the 10th Amendment and separations of powers. Becerra also recently filed a lawsuit against the administration for its decision to phase out the Deferred Action for Childhood Arrivals (DACA) program.

You're inferring an unusual bias based on past conduct that does not reflect upon what their decision would be in this instance. The constitution explicitly grants the federal government power over matters that concern national security and border policy, and the Supremacy Clause extends further implied powers in this matter, which would be determined by the SCOTUS in such a case if it were brought before them. You need to understand US legal and court history before you assert and invest yourself with such matters.

There are no states rights versus the federal government. Ask the confederacy.
Under the supremecy clause, federal mandate to build the structure will supercede the state laws. National security will supercede environmental laws. Trump can take the land and do as he pleases with it. Even national reserve land. And even if it is california's land.
