Education is the key to turn those otherwise burdening masses into taxpayers. When India have a billion educated taxpayers it will rule Asia alone.

I agree with you, there are a lot of poor people and a huge population with a low HDI, but the government is doing stuff like reserving jobs, education, subsidies etc,. for the less priviledged. Thought they could do a lot more, it takes time for the population to achieve a higher standard of living.
