They aren't at all. They've been bragging about this claim for decades but never actually do anything about it. Trump and Kim threaten each other, but neither of them will actually use nukes to attack. Small scale conventional weapons, maybe, but with nukes we all lose. They aren't in the arsenal for the sake of being used, but for the sake of telling the enemy to back off.
