If he really is going to Hama, my guess would be the Syrian command is worried about roaches pulling a second Al Bab in Idlib and snatching territory there as well. DeZ freed up a lot of troops including the battle-hardened defenders, so they can probably afford to go on the offensive on two different fronts.
