I have seen some Magical Girl anime, but many of them are seinen.

I started working on Mahou no Stage Fancy Lala a while ago, but haven't seen any episodes in a while now. However, it's entertaining and fun, så I should keep working on it.

Princess Tutu was also good, I watched it a few years ago.

Princess tutu is truly a timeless classic.

I want a plot-driven series for actual little girls but non-otaku adult appeal, that isn't driven by merchandise. Maybe as manga first.
Basically I want a spiritual succesor to CCS.

I actually never watched CCS. Is it really that good?

It's pretty good. But if you go with those expectations you might be dissapointed. It's no Madoka or anything, but it's way better than stuff like Precure or Sailor Moon. It definitely relies on SoL and relationships before the magic parts kick in.

Is there anything like Nanoha? New to this Genre, loved the weapon designs

I haven't seen Nanoha in a long time, but is what you want an action filled seinen?
Puella Magi Madoka Magica is really good. It's not as action focused, but it still has nice action scenes.
Symphogear is also pretty awesome. The plots are a bit more messy, but they are really fun to watch with cool action.

It is pretty far from typical mahou shoujo though, so far you can really start to argue if it really is mahou shoujo at all.
