Because its irrelevant. Before colonization blacks lived relatively simple simple, they werent civilized but there were rules in the tribe and they were enforced and kept chimpouts to minimum. After Europeans came and brought civilization, the tribe culture was destroyed or removed and the only thing that kept blacks in check was gone. Now during those days there were slavery, apartheid etc, so they were under control but its all gone now. Blacks are free to do what they want, no one is forcing them to do anything, they themselves choose life of criminality and violence.
