That's pretty much every Fate manga translation other than Prisma which is more consistent

Its because one or two guys kept pushing for Prisma, until finally there was enough momentum behind it that there was a solid fanbase, and there was a group who would try to make it happen each time. Even if the original guy stopped after that, there were still other people working on it now. Even if they also quit, Sup Forums would probably do it at this point.
Its like trying to fly a kite, once you get some momentum behind it, it'll stay up in the air on its own. If you throw out a sporadic chapter or two occasionally, its like just throwing up your kite over and over as it comes back down since it doesn't catch momentum.
