I know what I'm doing. Water pump problems are easily detectable (they are designed to 'weep' when near failure), and radiator problems are rare. Fuck rotors if they aren't too bad, and everything else is cheap if you do it yourself. Head gasket and fuel pump problems I are my main concerns, but I use the vehicle's history and reviews for that. Spark plugs are cheap, and the suspension is also easily noticed. Oil problems likewise, but older cars hold up better because certain new standards in emmisions make it a bigger problem for catastrophic engine failure. I'm no expert either, your just a nigger.

CFC was long ago. It didn't change the used market much and all of that was local. Unlike most here I worked in the industry and went to many auctions where CFC turn-ins were sold. (They got auctioned via outfits like Copart, salvaged then hulls crushed.)
It was good times at salvage yards for a while though. Basically everything but long block/oil wetted components and body/unibody with VIN whose destruction was required was fair game.
It's 2017. CFC is ancient history. New cars built then are abundant in the cheap used market today. Cars aren't cheap new so they are sometimes expensive used, but you solve that by buying cheaper used rides. There are plenty for sale in most of the US.
A grand will get you an acceptable beater and three will get you a better one. Three K isn't shit.
