Second time he beat Goku as a super saiyan 2, even though Goku was holding back his third form, he still loss, then in Super he was dead even with copy vegeta.

I don't know about replacing Piccolo being THE rival instead of Vegeta but I think it would have been better overall if all 3 of them were around the same strength. They just would have had different specialties and quirks.
