To change the spanish constitution a 2/3 of the senate is required, to change catalan government rules 3/5 of their camera.
They already have many elections lately and one iligal referendum in 2014, trespassing the laws since 2012. For this referendum they approved new laws with barely 1 vote more than the 50% of the camera.
