with the right tools, you can build one that'll work fantastically for cheap. A lower receiver (the only part you'd have to get through an FFL) would net you about $80-90. The barrel is typically the most expensive part from what I've seen. Plenty of vids on JewTube that'll walk you through the process of putting it all together.
