Higher up they are nicer rooms, so I thought there might be balconies, but it doesn't look like MandalayBay has any balconies. Not it's not. That being said, the shooter most likely obtained the gun illegally, since it's not exactly easy to get a class 3 firearms license (which is what you need to get fully automatic rifles and suppressors.)
