Bernkastel is a being formed from Rika's suffering. She parted ways with Rika and entered the meta to take Featherine's spot whom had disappeared and forced the game to go on forever. A game against Lambda who created the whole situation where Rika had to die.
Bern and Rika have the same root memories. But they're different people. Like branches coming off of the same tree. One exists in the lower Higurashi world. The other exists as a higher meta-being called a witch.
About naming (I'm not 100% about this)
Rika names herself Bernkastel during Saikoroshi-hen. It's just a nick-name to distinguish herself from the Rikas that she time-jumps or mind-jumps into. But Meta-Rika takes on this name seriously to become the Bernkastel we know.
This Bern is the one we know in Umineko.
