What I know is because its been reported in various places, one of which I linked, is that the shooting started, then was reported at 10:08, and the police monitor didn't indicate the shooter was down until two hours later.

I live in vegas and work at one of the casinos grave shift.
I left my house at 10:15 oblivious to what was happening.
I got on the on ramp in Henderson at 10:20 and saw like 12 Nevada Highway Patrol and Henderson Police cruisers going 90+ on the highway to the strip.
10:28 I get on the Frank Sinatra exit from the 215 to the I-15 and traffic is at a dead stop. I-15 was closed at this time as well as the Las Vegas blvd exit ramp. the back street Frank Sinatra road was closed off. I'm sure sections of the Blvd were already closed off at Tropicana, Sunset by this time also.
Police response was actually pretty good i'd say. Lot of FUD going on that's for sure.
