First off all CCW and most open carriers have pistols. A 400 to 500 yard shot with a pistol is not possible both accurately and effective range. Furthermore let's say that you are a hundred fifty yards away looking up at the window and let's say you knew exactly which window was coming from sure you can blindly shoot into a dark window when you see muzzle flash but again a pistol at even 50 yards is hard enough to accurately shoot let alone shooting up.
This was all about the advantage of positioning and this guy had all of the advantage.
Contrary to what most people believe even in states with open carry almost no one carries a long rifle with them it's simply not practical. It is also noteworthy to most venues like concerts it is a gun-free zone whether your license or not. I guarantee you there was no one in the area with a rifle at the ready.
