Neither is completely right or completely wrong. Locke neglects the practical while Hobbes ignores the potential.

Locke would not be considered a leftist today, not even close.

Hobbes was better than Locke on perception - Locke was a little too close to Cartesian representationalism.
But Locke's ethics and politics are far superior to Hobbes and without Locke there would have been no Enlightenment - so, without a doubt, he was a good guy: one of the best.

Locke's is the idealist speaking, when the government is just and cares for its people. Hobbes describes humans how they are when shit isn't going so well. Hobbes was right for 200 thousand years, Locke only since agriculture and civilization, but not all the time even after that.

English legal tradition is the greatest achievement of mankind, everything else is decoration. These men, along with Blackstone and Maitland, are great insofar as they clarify and vindicate English law. Answering which one is "right" is a freshman question.
