24 fps would be fine, if it were animated at that. But anime is animated at 8-12 fps usually, which would make 24 a step up. So the issue at hand is the utter stagnation of the industry in terms of innovation, and not budget. Just as one show can have more budget than another, another show should be able to divert some of the budget into animating at higher framerate. But they can't even handle CGI after all these years, so of course something trivial like this is out of the question

Not fucking everything has to be 3d. They could continue animating their shit at low fps, but interpolate to higher framerates so the cgi doesn't look weird.

The current trend in japan is to remove frames from 3d animation so it doesn't scare people.

doing things at low FPS necessary if you want to keep anime style because you need to distort faces, smear motion and things like that. although live2d could be a compromise which which allows you to do distortions at high FPS while having slighlight inconsistencies when it automatically switches to a different model at certain angles.
