The cops found him as soon as the security guard was shot through the door. He stopped shooting then, so there was no active threat. They took their time actually going into the now quiet room (had the actual swat team get there, suit up, evaluate things, and go in). The initial LE response was the cops that were already at the hotel for another event, they formed up as a SWAT like formation and started moving up the floors to clear civilians and find the guy, they were alerted to the room when the security guy was shot.
