Even other pigs know it's stupid. They just watch too much CNN and attend too many safety focused briefings. There would've been nothing standing in the way of having a couple patrol officers with level 4 vests and rifles there in ~20min besides a lack of preparation and training. Those can all be kept in cars and officers can be immediately dispatched to the area when they get several calls reporting a mass shooter. From there it's a matter of having dispatch keeping them updated on whatever the best location they've received is or officers immediately interviewing anybody on scene for that information.
Enough officers to establish a perimeter is generally enough to handle an active shooter given good training and equipment.

Just judging by the width of the room windows it would be hard to have more than two shooters actually firing and with the ongoing gunshots you can't hear more than one gun ever firing. If you think about it for all of 5 seconds you'd realize at most its one guy in the room, MAYBE two. Even if it was several it would be better to go up there and fire through the door to draw attention away and try to suppress him to keep him from firing out the window.
